Certificate of Need

The MHFRC's (Missouri Health Facilities Review Committee) mission is to achieve the highest level of health for Missourians through cost containment, reasonable access, and public accountability through the following goals:

  • Review proposed health care services;
  • Address community need;
  • Manage health costs;
  • Promote economic value;
  • Negotiate competing interests;
  • Prevent unnecessary duplication; and
  • Disseminate health-related information to interested and affected parties.

committee member Robert A. "Tony" Foster, Chair, Republican, Springfield

Appointed in March 2007; is presently the Director of Acquisitions and Development for the Foster Hospitality Group with nursing home and assisted living facilities in Missouri, Arkansas and Kentucky. He also has served as a nursing home administrator and director of a real estate rental/management company. He is involved in many academic and civic organizations including the Missouri State University Foundation and the Springfield Missouri Symphony Orchestra. He has been involved in the Certificate of Need process in Missouri for more than 20 years.

committee member Michael Meierhoffer, Vice-Chair, Republican, St. Joseph
Appointed in March 2007; is President and CEO of Meierhoffer Funeral Home & Crematory. He is Past Chariman of the Board of Trustees of Heartland Health and Heartland Regional Medical Center in St. Joseph, Chairman of the Board of Trustees of Living Community of St. Joseph, and instrumental in the Community Health Plan startup. He is also a graduate of the Naval Aviation School Command, and received his Bachelor of Science in Business Administration from Creighton University.

Appointed in May 2008; is President/Owner of Med-Pay, Inc. He is a current board member of the Missouri Sports Hall of Fame Governing Board of Directors and Council of Churches of the Ozarks, plus affiliations with the Life Underwriters Association, Society of Professional Benefits Administrators, and Self Insurance Institute of America. His past activities in community and civic organizations included Past President and Board Member of the Missouri State Alumni Association, Past Chairman of the American Cancer Society Crusade, Past Chairman/Board Member of Springfield Area Chamber of Commerce and Girls Club of America Board, Past member of Papa Bears Board and Bear Country Boosters Board of MSU and Young President's Organization International 49'rs.

Penelope "Penny" C. Braun, Democrat, Columbia Appointed in August 2008; is retired from the Alzheimer’s Association, Mid-Missouri Chapter, where she was Executive Director. She has also worked as Professor of English at Columbia College with National Endowment for the Humanities awards for Film and Literature, and Technology, Culture and Values in the 20th Century; and held a Realtor’s license. She was active on the Columbia College Board of Trustees, Alpha Chi Honor Society National Board, Golden K Kiwanis Club (first woman member), English as Second Language coach, and others.

Cheryl K. Dillard, Democrat, Kansas City
Appointed in August 2008; is retired from Coventry Health  Care where she was Director of Government Relations and Communications. She has also worked as Vice President for Public Affairs at Mid-America Health, and Manager of Public Affairs at Kaiser Permanente. She is active in Missouri Association of Health Plans (past president), Kansas Association of Health Plans (past president) Committee for County Progress, Kansas City Free Health Clinic (board of directors and past president), City Market Oversight Committee, and Kansas City University of Medicine and Biosciences (board of trustees), and others.

committee member Senator Yvonne Wilson, Democrat, Kansas City

Appointed in January 2005; served in the House of Representatives from 1999-2004; elected to the Senate in 2004; serves on the following committees: Governmental Accountability and Fiscal Oversight Economic Development; Tourism and Local Government; Education; Financial, Governmental Organizations, and Elections; and Gubernatorial Appointments; she has fifty three years of experience and leadership positions in education as a teacher, consultant, project director, elementary principal, director of elementary education, president of the Missouri Elementary Principals Association, and president of the board of curators at a four-year institution. Senator Wilson's community service includes 16th Ward Democratic Committeewoman and member of Freedom Incorporated Board of Directors, National Black Caucus of State Legislators, Delta Sigma Theta Sorority, Inc, Lincoln University Board Curators, and many others.

committee member Senator Bill Stouffer, Republican, Napton

Appointed in January 2006; elected to the Senate in November 2004; serves on the following committees: Aging, Families, Mental and Public Health; Vice-Chair, Agriculture, Conservation, Parks and Natural Resources; Governmental Accountability and Fiscal Oversight; Chair, Transportation; Joint Committee on Transportation Oversight; and Chair, Joint Interim Committee on Missouri Health Care Stabilization Fund. He is a member of the state’s first corn merchandising council, MFA’s Board of Directors (Chair), and Alma Meats (Treasurer).

committee member Representative Thomas A. Villa, Democrat, St. Louis

Appointed in April 2001; elected to the House of Representatives in November 2000 (previously served in the House from 1974-1984); serves on the following committees: Vice-Chairman, Ethics Committee, Local Government Committee, and Tourism Committee. He is a member of the following organizations: Incarnate Word Foundation, board member; Jefferson National Parks Association, board member; and Landmarks Association of St. Louis, board member. He is active in the Carondelet Community Betterment Federation, Dutchtown South Community Corporation, Carondelet Historical Society, Citizens for Modern Transit, Holly Hills Improvement Association, South Broadway Merchants Association, and St. Stephen's Protomartyr Parish.


committee member Representative Kenny Jones,, Republican, California

Appointed in January 2005; elected to the House of Representative in 2004; serves on the following committees: Appropriations - General Administration; Corrections and Public Institutions; and Crime Prevention and Public Safety; he was formerly the Moniteau County Sheriff and spent 11 years with the Missouri Highway Patrol as a Trooper; Elder in the First Christian Church of California, and a member of the Lions Club and Masonic Lodge; he is also the current Vice President of the Missouri Sheriffs Retirement Board.
