Identifying goals and prioritizing objectives
The first step in identifying goals and prioritizing objectives is to revisit your partnerships’ vision and mission (see partnership). Specific goals, objectives and action steps can be derived from these consensus-driven statements.

A logic model, a process used to organize goals, objectives and action steps, is very useful in prioritizing objectives. To develop a logic model, first determine your overall long-term goal and a series of objectives that will help move you in the direction to achieving this goal. These objectives are then used to identify the specific action steps necessary to create change and benchmarks to determine your progress. In developing the logic model, be sure to include who will be responsible for each action step, as well as the time frame for completion of each action step.

Combined into a logic model, these goals, objectives and action steps provide the sequence of necessary actions. From this information, you and your partners can also prioritize activities according to the timeline laid out in the plan. For example, community awareness and support may be needed before you can secure resources to create structural changes.

In creating your logic model, try to ensure the following (Johnson et al., 1996):

  • Facilitate ownership of all partners by clarifying realistic roles and responsibilities.
  • Include ambitious and longer-term actions as well as short-term “small wins.”
  • Define actions in terms of specific and detailed tasks, tactics and objectives.
  • Anticipate and plan for training and resources.
