How to Become a FCSR Internet User

Family Care Safety Registry

Access to requesting background screening information using the Internet may be granted to employers of a provider licensed by or contracted with the Department of Health and Senior Services (DHSS) who are in good standing.  Volunteer staff or subcontractors will not be granted access to the system. Providers must use the information for employment purposes as defined in Section 210.921.1, RSMO.

Providers must complete and return:

• A Memorandum of Agreement to be completed by an authorized representative of the facility/agency.
• Access forms for any employee who will be responsible for making requests using the Internet Background Screening process. A maximum of three employees per provider will be granted access.  Each person must complete and submit both the Internet Background Screening Access/Security Request and MULES Network Security System. In addition, each person must be registered with the FCSR. You may check whether an employee is already registered by checking, Is A Person Already Registered and entering their social security number.

Employees will be notified in writing when access is granted.  Training on how to make a request will be provided by phone as needed.
