Family Care Safety Registry
Registration Requirements
Any person hired on or after January 1, 2001, as a child-care worker or elder care worker and any person hired on or after January 1, 2002, as a personal care worker as defined in § 210.900 RSMo., is required to make application for registration in the Family Care Safety Registry within 15 days of the beginning of employment. NOTE: For compliance with section 660.317, RSMo., employees of licensed home health agencies or in-home services providers contracting with the Missouri Department of Health & Senior Services must register regardless of hire date. Those required to register include employees of:
- A long-term care and residential care facility licensed by the Department of Health Senior Services (DHSS) and Department of Mental Health (DMH);
- a home health agency licensed by DHSS;
- in-home service providers under contract with DHSS;
- a hospice agency licensed by DHSS;
- the portion of a hospital licensed by DHSS that has long-term care beds;
- a licensed or licensed-exempt child care facility or licensed child care home regulated by DHSS;
- a residential care facility for children licensed or operated by the Department of Social Services (DSS) or DMH;
- a group home licensed or operated by DSS or DMH;
- a foster family home or foster group home licensed by DMH;
- a childcare or elder care provider who receives state or federal funds for the care of a child or elderly person;
- a foster family home or foster group home, child placing agency, or a residential care facility for children licensed by DSS. NOTE: Effective August 28, 2002, only these employees are not required to pay the FCSR registration fee.
- personal care providers who perform routine services or supports necessary for a person with a physical or mental disability to enter and maintain employment or to live independently. This includes those under contract with DMH, DHSS, and the Department of Elementary and Secondary Education.
A childcare, elder care or personal care worker who fails to submit a completed registration form as required is guilty of a class B misdemeanor. Those not required to register may voluntarily register at any time.

How to Register
An individual may register by submitting a completed Worker Registration Form, photocopy of his or her social security card and a $9.00 registration fee to:

Registration does not provide the background screening automatically to an employer. The background screening must be requested separately by phone, fax, mail, or by Internet. For more information on requesting a background screening, click the Requesting a Background Check link.
