Membership Requirements: Members are appointed by the Mayor of the City of St. Louis, as a requirement from HRSA to allocate funds.
Mission/Statement of Purpose: The purpose of the Metro St. Louis HIV Health Services Planning Council is to plan for and design the present and future system of care for persons with HIV, in a way that is comprehensive, culturally sensitive, and reflective of the metropolitan St. Louis HIV community. We collaborate with those providing other resources to identify and address needs, and ensure quality, efficiency, effectiveness and continuity of care. Of special concern is the identification of unmet needs and barriers to services, so they may be addressed and eliminated.
Goals/Key Responsibilities: Determine the size and demographics of populations of individuals living with HIV disease.
Determine the needs of individuals living with HIV disease.
Establish priorities for the allocation of funds, including the best way to meet priorities.
Develop a comprehensive plan, an assure community participation in needs assessment and priority settings.
Evaluate Grantee performance in distributing funds and following Planning Council priorities.
Participate in the Statewide Coordinated Statement of Need
Establish methods for obtain input on community needs and priorities.
Coordinate with other federal grantees that provide HIV-related services in the Eligible Metropolitan Area (EMA)

St. Louis HIV/STD Regional Prevention Advisory Group

Membership Requirements: Open to any individual or agency with a desire to participate in the prevention planning process. Representation is determined by the Executive Committee using criteria set forth to determine Parity, Inclusion and Representation as well as level as general expertise.
Mission/Statement of Purpose: The mission of the St. Louis Regional HIV/STD Prevention Advisory Group is to serve in an advisory capacity to the State of Missouri in its efforts to develop a comprehensive HIV/STD prevention plan.
Goals/Key Responsibilities: Assessing the existing HIV/STD prevention resources in the St. Louis Region and determine those HIV/STD prevention needs that are unmet;
Establishing HIV/STD prevention priorities based upon current local HIV/STD statistics and upon the projected future trends in HIV/STD infection in the St. Louis Region; Coordinating HIV/STD prevention education programs in the region to insure access to those populations that need prevention education programs and reduces the unnecessary duplication of HIV/STD prevention resources; Considering the cultural, racial, ethnic, gender and sexual orientation, diversity of all our region’s residents and recognizes their specialized needs (funding resources, HIV/STD prevention programs, behavior retention programs, harm reduction programs, etc.) of citizens in the St. Louis Region.

Mission/Statement of Purpose: The mission of the Public Health and Safety Taskforce is to enhance the communication, information sharing, and coordination between judiciary, political, public health, and public safety stakeholders to reduce the spread of disease and improve the quality of life in St. Louis communities.
Goals/Key Responsibilities:

Provide assistance and follow-up services to outreach efforts undertaken by public health, public safety, judiciary, and political stakeholders.
Share information regarding reported incidence of disease and community nuisance (e.g. HIV/STD, substance use, prostitution, etc.).
Review and discuss barriers to coordinating structural systems.
Develop strategies to improve structural systems coordination.
Enhance coordination of community resources and referrals.

Missouri HIV/STD Prevention Planning Group

Membership Requirements: Anyone who is interested in HIV prevention may be a part of the gallery, which is made up of both community and agency individuals. However, in order to be a voting member of the body, one must be a representative from one of six regions, a state government representative from DESE or Mental Health or an At-Large member, which represents populations at high risk of infection across the state.
Mission/Statement of Purpose: The mission of the Missouri HIV/STD Prevention Community Planning Body is to coordinate a comprehensive, community HIV/STD Prevention Plan.
Goals/Key Responsibilities: To assess community needs and produce a comprehensive statewide HIV prevention plan.
Geography: Planning also occurs regionally in the following areas of the state: Northwest, North-Central, Southeast, Southwest, St. Louis and Kansas City regions.

Membership Requirements: Members are appointed by the Mayor of Kansas City, as a requirement from HRSA to allocate funds.
Mission/Statement of Purpose: The Kansas City EMA Comprehensive HIV Prevention and Care Planning Council shall be accomplished through planning for education and prevention efforts to reduce the incidence of HIV infection and through services to provide the opportunity for the highest possible quality of life for all persons infected with or affected by HIV disease, including those traditionally not served or underserved.
Goals/Key Responsibilities:

Develop a comprehensive plan for the development, organization, and delivery of HIV services, and education and prevention initiatives for individuals with HIV disease, those at risk of becoming infected, and those affected by the disease.
Determine the needs and establish priorities for the allocation of federal, state, and local funds.
Allocate Ryan White Care Act funds and Congressional Black Caucus (CBC) funds to a set of prioritized service categories, which are established through a yearly prioritization process.
Assess the efficiency of the administrative mechanism of the Grantee in rapidly disbursing funds to the areas of greatest need within the eligible area and, as may be determined to be necessary, assess the effectiveness of the services offered in meeting the identified needs.
Participate in the development of the statewide Coordinated Statement of Need (SCSN).
Ensure broad community involvement in all phases of its operations, especially in establishing community needs and priorities.
Act in an advisory capacity through representation at statewide CPG meetings.
Review and provide feedback on the final statewide comprehensive HIV/STD prevention plan and application through representation from the Kansas City Prevention Planning Region, including the intervention priorities and the budget estimate developed by Missouri Department of Health and Senior Services.
Review the application drafted by the Missouri DHSS for funding from the CDC for HIV/STD prevention activities, and submit a letter of concurrence or non-concurrence on whether or not the KC regional plan is in line with priorities decided at the statewide community panning level as an attachment to the application.
Appoint five (5) representatives and two (2) alternate representatives to the statewide CPG.
Provide input from regional perspectives to the statewide CPG.
Ensure that regional priorities are in line with statewide priorities set by the body of the statewide CPG, and provide planning for the targeting of populations at high risk for HIV/STD infection.
Make recommendations for CDC HIV/STD prevention and funding allocation within the Kansas City Planning Region.
