Missouri Arthritis Advisory Board
I. Purpose
The Missouri Arthritis Advisory Board (MAAB) advises and assists
the Missouri Department of Health and Senior Services (DHSS), Missouri
Arthritis and Osteoporosis Program in developing and implementing
programs, to partner and to provide education and community-based
services for people with arthritis and related conditions, and to
reduce the disability of rheumatic disease and improve quality of
life.
II. Scope
The Board is focused on all health issues that significantly impact
persons affected by arthritis and rheumatic diseases within the
purview of the DHSS and in accordance with RSMo 192.640, 192.700,
and 192.729.
III. Conditions and Procedures
A. Advisory Board Responsibilities
- Assist in identifying problems, needs or issues the Missouri
Arthritis and Osteoporosis Program should address.
- Assist with recommendations and development of guidelines
for programs.
- Assist in providing recommendations for changes in program
content and direction.
- Assist in promoting and implementing public awareness and
increasing knowledge regarding rheumatic diseases and related
conditions.
- Assist in enhancing the knowledge and skills of health professionals
in Missouri about rheumatic disease.
- Assist in reviewing current and future Regional Arthritis
Center (RAC) activities, and the need for interventions currently
not being conducted.
- Assist in making recommendations on program relevance of grant
applications funded under the Missouri Arthritis and Osteoporosis
Program.
- Serve in an advisory capacity to the Program Review Committee
(PRC).
- Promote and facilitate arthritis research in Missouri.
- Provide information regarding arthritis and osteoporosis to
members of the General Assembly, state agencies and other interested
individuals.
- Serve as an advocate for people with arthritis and related
conditions and their families.
- Establish technical committees, as necessary, to assist the
Missouri Arthritis and Osteoporosis Program implement strategies,
and accomplish health objectives and goals for the people of
Missouri.
- Actively participate and attend meetings, conference calls
and through various correspondence methods.
- Nominate and/or recruit one to two individuals to serve on
the board once your term expires or should you decide to resign
from the board.
B. Advisory Board Composition
- The Advisory Board shall consist of twenty-six? members.
- The Board shall be composed of representatives from the following
categories: rheumatology educators, practicing rheumatologists,
primary care practitioners, nurses, allied health professionals,
persons affected by arthritis, Regional Arthritis Centers, partners,
and members of the general public.
- All Board members must comply with relevant provisions of
Chapter 105 regarding conflict of interest.
- This membership shall have regional representation according
to the designated arthritis regions. Regions will have the following
number of representatives to the Board:

- A Representative from the Eastern and the Western Chapters
of the National Arthritis Foundation shall serve as non-voting
ex-officio members of the Board.

C. Appointment of Advisory Board Members
- The MAAB shall be appointed by the Director of the DHSS to
serve four-year terms.
- Members may be reappointed consecutively.
- Nominations for the Board will be submitted to the Program
Manager along with a letter of interest and a résumé.
- Elections will be conducted via the Program Manager.
- Advisory Board members shall be appointed to allow for staggered
expiration of terms.
D. Selection of Advisory Board Chairperson And Vice-Chairperson
- The MAAB will elect a vice-chairperson.
- The vice-chairperson will automatically assume the chairmanship
of the MAAB upon term limit or resignation of the Chair.
Terms of the chairperson and vice-chairperson shall be for two
(2) years with consecutive reappointment being possible.
E. Advisory Board Meetings
- The Executive Committee shall set the agenda for the bi-annual
meetings. DHSS staff is available to assist and provide secretarial
support.
- At a minimum, MAAB members are expected to attend the bi-annual
business meeting during their term(s).
- If a MAAB member misses three consecutive meetings, the Program
Manager will notify the Chair and Vice-Chair and correspond
with the Board member in writing asking whether they wish to
continue as a member of the Board. The Board member must then
attend the next meeting or a letter of resignation will be sought
by the Chair and Vice-Chair.
- The DHSS staff is available to assist and responsible for
supplying secretarial support for the board meetings, i.e.,
minutes, travel expense, room arrangements, etc.
- The Board will meet twice per year as determined by the Board Chair and Executive Committee.
F. Advisory Board Committees
- The Advisory Board shall establish committees as needed which
may include, but are not limited to an Executive Committee,
a Long Range Planning Standing Committee, Governmental Affairs
Standing Committee, Arthritis Issues/Program Development Standing
Committee, Communications Standing Committee, Interventions
Standing Committee, Surveillance and Evaluation Standing Committee,
and a Regional Arthritis Center Standing Committee.
- The Executive Committee shall consist of the current Chair
and Vice-chairperson of the Board, the chairpersons of each
active standing committee and possibly past chairpersons of
the Board. Members of the Missouri Department of Health and
Senior Services Program Staff may also be a part of the Executive
Committee.
G. Committee Expenses
Travel expenses and other expenses for MAAB meetings shall be paid
by the DHSS in accordance with the Office of Administration’s
regulations and the Department’s policies and procedures.
